US Apple ID: payment country matters more than limit

A Vietnam card with enough funds can still be rejected if the region does not match. MP virtual card provides a card number; regional policy is still decided by Apple.

Vietnam Visa/Mastercard cards are rejected when adding to a US Apple ID.
